When is a retired jersey not retired?

An interesting question was asked by "wcu72" on the Catamount Sports Forum today about retired jerseys. Why is #14 assigned?

According to the WCU athletic web site, Kirk Roach's jersey #14 was retired on Sept. 30, 2006. However, according to the current football roster, #14 is assigned to Josh Cockrell.

Just wondering how or why this is possible? What are you thoughts on retired jerseys?

I don't think that just because a jersey number has been "retired" that MUST mean that jersey number can never be used again in that sport.
Hang the jersey number in the rafters of the coliseum and move on.

I just wonder what "retired" means if you are going to continue to use it.
